Health Insurance Organization (HIO)

The Health Insurance Organization (HIO) is a public organization responsible for implementing and administering Cyprus’s national healthcare system, the General Healthcare System (GHS or GeSY). Established by law in 2001, it acts as the executive authority managing the healthcare system, ensuring universal and equitable access to healthcare services for residents of Cyprus. HIO oversees the financing and operation of the system, contracts healthcare providers from both the public and private sectors, and manages the GHS fund to guarantee that beneficiaries receive comprehensive healthcare services.

The organization is governed by a Board of Directors representing key stakeholders, including government, employers, employees, and patients, ensuring balanced governance of the national healthcare system.

Role in the Project

The Health Insurance Organization contributes to the ISMED-CLIM by supporting activities related to healthcare system preparedness and resilience to climate change. As the authority responsible for the implementation and management of Cyprus’s national healthcare system (GeSY), HIO provides expertise on healthcare governance, policy development, and health system operations.

Within the project, HIO contributes to the assessment of climate risks affecting healthcare services and supports the adaptation of tools and guidelines aimed at strengthening the resilience of healthcare systems to climate-related stressors. In particular, HIO participates in the development and testing of a Mediterranean-specific climate resilience toolkit for healthcare systems, helping ensure that the proposed solutions are aligned with real healthcare system needs and can be effectively integrated into policy and practice.
